【新唐人2015年08月12日訊】山西農民劉仁旺的五年冤案，
由於一些手繪的酷刑漫畫，在最近這些天來得到關注，
甚至連官媒也轉載，並保留了尖銳的網友評論。
當局是否有意要查辦公檢法人員，杜絕酷刑呢？來看分析。
雙手吊起來被電擊到昏迷﹔開水燙頭不讓睡覺長達八天﹔錐刺十指長達兩小時……如果不是這些令人不寒而慄的漫畫，劉仁旺的遭遇也許難以引起關注。
劉仁旺是山西省呂梁市中陽縣堯峪村的村民。2008年，該村原副主任被槍殺，
劉仁旺被檢方提起公訴，一審被判處死緩，上訴後重審，改判無期。
劉仁旺再次上訴，直到2013年12月27號，呂梁中院第三次審理此案，
將此前劉仁旺的有罪供述和物證，作為非法證據排除後
，劉仁旺才獲得了無罪判決。
劉仁旺的15次供述中，7次否認有罪，另外8次是有罪供述。
他表示這8次都是刑訊逼供所得。
即使在無罪獲釋之後，劉仁旺仍對酷刑心有餘悸。
為了「讓更多的人了解刑訊逼供」，他特地找人畫了幾張漫畫。
類似這樣的刑訊逼供冤案在中國並不罕見。
但具有「官媒」背景的《澎湃新聞》上週末在網上刊登了劉仁旺案的報導，
和這些描述警察刑訊逼供的漫畫，引發了輿論關注。
甚至《新華網》、《人民報》等黨媒也紛紛轉載。
《環球時報》的官方微博甚至沒有刪除一些尖銳的網民評論。
前廣州白雲區良田鎮派出所副所長陳軍育，也遭受過冤獄和刑訊逼供。
他認為，目前突然炒作起一年多前的劉仁旺案，肯定是「上面有需要」。

大陸知名維權人士胡佳認為，這些報導和網民評論能一時間熱起來，
似乎是當局「出手遲了」，但可以預計，最後還是會被掩蓋。

你看柴靜的《穹頂之下》，播出以後也曾經引起過很大熱潮，
但最後就網絡上消失了。但是呢，官方起碼在這上面，
不是號稱『依法治國』麼？也還是要走一個過程。」
胡佳表示，他並不認為這些報導，顯示出官方在杜絕酷刑方面會有新作為。
胡佳：「除非是現在許許多多蒙（冤），尤其是像法輪功的人在（監獄）裡邊。因為高（智晟）律師他是受過煉法輪功的（人遭受的）各種酷刑的。
除非是讓他們出來訴說，在裡邊一個個曝光，
一個一個去追究當年施加酷刑的責任，否則的話，
這種出來作為平衡的，輿論引導的這樣的東西，
並非是代表官方有任何形式的進步。」
中共濫用酷刑也被多個國際人權團體指責。
酷刑實施對像不限於犯罪嫌疑人，
甚至是良心犯，維權人士，和執業律師。
今年在6月26號聯合國世界反酷刑日時，
「人權觀察組織」發佈中共公安酷刑的最新報告，
指出中共仍持續對被關押者施以酷刑或不人道待遇。
報告以法輪功建三江案維權律師受酷刑為例子，
指四位律師在警方酷刑之下，合計共斷了24根肋骨。
而目前中共受到的最嚴重酷刑指控，是活體摘取法輪功學員器官牟利。
亞洲、歐洲、澳洲、北美的多國政府已經陸續通過決議，譴責這項酷刑。

【更新】天津爆炸地發現危化物 倒一點水就爆炸起火

MOSCOW – The Russian military exercises in March spanned the nation's vast territory – from the high north, far above the Arctic Circle, all the way to territories near Japan. Massive NATO drills a few months later pulled thousands of troops across Europe. After decades of post-Cold War calm, Europe is again becoming a region of high military drama – and according to some experts, a place with a growing risk of accidental confrontation.
Russian soldiers woke in early March to unannounced, snap exercises that eventually grew to encompass more than 80,000 service members. Above the Barents Sea, strategic bombers practiced attacks. Near the Latvian border, airborne troops performed landings as attack helicopters and artillery gave them cover. In the Baltic Sea, the Russian Navy practiced with missiles.
The training was on such a large scale that it could only have been practicing for what would happen during a war with the US-led NATO defense alliance, according to the European Leadership Network, which on Wednesday published a report looking at the increased military exercises on both sides of the Russia-West divide.
The Russian exercises:
The Northern Fleet : Conducts mine-sweeping, anti-submarine and air defense operations in the Barents and Norwegian Seas. Strategic bombers practice attacks with fighter support and airborne units simulate helicopter landings in combat areas. Naval fighters simulate interceptions of enemy aircraft.NATO has also been practicing in eastern Europe, though on a smaller scale. Its Allied Shield exercises in June brought together 15,000 service members from 19 member nations and three partners, and it has stepped up exercises in reaction to Russian threats as a way, NATO leaders say, of deterring Kremlin aggression.
Kola Peninsula and Arctic Islands : Airborne and ground units from the interior are redeployed to the Kola Peninsula. Airborne troops land on Russia's Arctic Islands.
The Baltic Sea fleet : Performed search and destroy simulations, air defense tactics, missile and artillery practice. Naval aviation units conduct night training. Ground units perform nighttime live-fire exercises.
Airborne operations: Airborne troops perform landings near the Latvian border while attack helicopters and artillery conduct fire support for ground forces.
The Black Sea Fleet : Conducts search and destroy simulations, anti-submarine and mine sweeping operations. Marines practice live-fire exercises.
Eastern Front : Ground units conduct simulated combat operations on Sakhalin and Kuril islands.
But with communications links between the two sides frayed, intentions can quickly be misread, raising the risk of accidental confrontation, the European Leadership Network argues. And with tensions at their highest since the Cold War – but without Cold-War-era lifelines for communication – there is a greater chance for unpleasant surprises. Already, there have been near-misses with Russian military aircraft getting dangerously close to civilian jetliners above the Baltic Sea.
The NATO exercises:
BALTOPS 15: Baltic Sea naval exercise focusing on amphibious operations in Sweden and Poland. Consisted of 49 ships, 61 aircraft, 1 submarine and 700 landing troops. Operations were conducted near Russia's exclave of Kaliningrad.The risk of escalation is high, with each side watching the other train, and concluding that even more military exercises are necessary.
Saber Strike 15: Large-scale armored and airborne live-fire operations with close air support involving 6,000 troops in Lithuania, Latvia, Poland and Estonia.
Trident Joust: Exercises focus on coordination large-scale allied operations and the redeployment of NATO headquarters to the area of those operations.
Noble Jump: First deployment of NATO's Very High Readiness Joint Task Force which is to provide a rapid response to infiltration of an allied territory by enemy special forces and irregular personnel. Over 2,100 troops from nine NATO states participated.
“The changed profile of these exercises is a fact and plays a role in sustaining the current climate of fear and tension in Europe,” wrote Ian Kearns, one of the report's authors.
The group is pushing for more direct links between the two sides, warning each other about the exercises. In the longer run, it says, new arms control efforts would help quell tensions.
NATO has argued that its exercises are simply a defense deterrent, aimed at communicating the alliance's determination to fight on behalf of nations such as the Baltics that feel threatened by Russia's actions in Ukraine.
Russia's "exercises are part of a more aggressive Russian military doctrine," said NATO deputy spokeswoman Carmen Romero in a statement in response to the report. "In response, NATO has increased its presence in the eastern part of our alliance, in order to enhance collective defense."
She added: "Russia has consistently refused all NATO offers for greater military transparency, dating back to well before the current crisis."
Russian leaders, meanwhile, have long complained of NATO's expansion to their borders and say that it is a threat to Russia's own security interests. Russian President Vladimir Putin cited the risk of NATO expansion into Ukraine as one of the reasons last year that he annexed the Crimean Peninsula, home of Russia's Black Sea fleet. They, too, may be seeking to deter what they see as an increasingly active alliance – although it did not spark back into life in eastern Europe until after the Russian takeover of Crimea.
The back-and-forth is a "dangerous dynamic," the report's authors write.
For now, neither side appears likely to back down.

The Hague (AFP) - Investigators probing the downing of Malaysia
Airlines flight MH17 in eastern Ukraine said Tuesday they had found
fragments "probably" from a Russian-made surface-to-air missile at the
crash site.
The passenger jet was shot down over Ukraine on July 17 last year,
during heavy fighting between government forces and pro-Russian
separatists. All 298 people onboard were killed. Ukraine and many in the West have accused the rebels of blowing the Boeing 777 out of the sky, saying they may have used a BUK missile supplied by Russia.
Moscow and the rebels deny any responsibility and point the finger at Ukraine's military.
Around two thirds of the victims were Dutch citizens on their way from Amsterdam to Kuala Lumpur, many of them children starting their summer holidays.
Dutch public prosecutor Fred Westerbeke said that international and Dutch investigators were examining seven "considerable fragments of some size... probably from a BUK missile system."
A joint statement from prosecutors and the Dutch Safety Board (OVV) said the fragments were "secured during a previous recovery mission (at the crash site) in eastern Ukraine and are in possession of the criminal investigation team and the Dutch Safety Board."
But investigators said it was not yet clear whether the apparent missile pieces were related to the attack.
"It's too early to say that the fragments we found were, for instance, from the BUK rocket that possibly shot down MH17," Westerbeke told state broadcaster NOS.
But the investigation was "really getting closer" to finding out who was behind the attack, he said.
The downing of MH17 pushed relations between Russia and the West -- which were already at their lowest point since the Cold War -- into even deeper confrontation over the conflict in east Ukraine, which has claimed more than 6,800 lives in 15 months.
A shaky ceasefire has been in place since February, but the EU warned Tuesday that escalating attacks in government-held areas violated the peace deal brokered by Europe.
- 'Realistic scenario' -
The statement from the OVV and the Joint Investigation Team (JIT) said the fragments "can possibly provide more information about who was involved in the crash of MH17."
The JIT, which is carrying out the criminal probe, has representatives from the Netherlands, Ukraine, Australia, Malaysia and Belgium -- the countries worst affected by the crash.
"The JIT will internationally enlist the help of experts, among others forensic specialists and weapon experts," it said.
Dennis Schouten, deputy head of the association of MH17 victims' relatives, told AFP that the announcement was "in line with expectations."
"This was already one of the most realistic scenarios," he said.
Dutch authorities completed recovery of debris and bodies from the crash site in April this year, having previously been hindered by ongoing fighting.
All but two of the dead have so far been identified using DNA samples, dental records and personal effects.
- Soil samples -
In June, Dutch experts returned to eastern Ukraine and took soil samples from a field from where the suspected BUK missile may have been fired.
Both the Russian and Ukrainian militaries have BUK missiles in their arsenal, and the system's Russian manufacturer said in June that based on publicly available photographs of the wreckage the plane was likely shot down by one of its projectiles.
International air investigators, comprising representatives from the Netherlands, Ukraine, Malaysia, Australia, Britain, the United States and Russia, are currently meeting in The Hague to discuss a draft report from the Dutch Safety Board into what caused the crash.
Russia last month vetoed a bid at the United Nations Security Council to set up an international tribunal to try those behind the downing of the aircraft.
Countries involved in that bid are now looking at other means to carry out a prosecution, although no suspects have yet been publicly identified.
The OVV is to release its final report into what, but not who, downed the aircraft in October.
Air investigators are also probing the decision-making process that allowed civilian airliners to fly over a warzone where several Ukrainian military aircraft had previously been shot down by separatists at high altitude.

The Whole World Pretty Much Despises Putin and Russia, Survey Finds
Most countries don't trust Putin to do the right thing when it comes to world affairs.

Russian President Vladimir Putin isn't winning any popularity contests, at least not outside his country.
According to a Pew Research Center survey released Wednesday, both Russia and its leader are held in low regard around the world . The poll, which surveyed 45,435 respondents from 39 countries, found that a median of only 30 percent view Russia favorably, while a median of just 24 percent have faith in Putin to "do the right thing regarding world affairs."
The strongest opposition to Putin is in Spain, where 92 percent of respondents said they had no confidence in his handling of world issues. Poland, France and Ukraine are also very critical of the Russian president. In the US 75 percent of respondents view Putin unfavorably.
Only in Vietnam -- which recently joined the Russian-led Eurasian Economic Union -- and China did more than half of respondents (70 percent and 54 percent, respectively) report having confidence in Putin to do the right thing on the global stage.

Civil Society
A 2012 law requires NGOs receiving foreign funding and conducting broadly defined “political activity” to register as “foreign agents,” effectively demonizing them as foreign spies. Authorities define as “political” such work as urging reforms, raising awareness, and assisting victims of abuse.From March to May 2013, authorities subjected hundreds of NGOs to invasive inspections to intimidate groups and pressure them to register as “foreign agents.”
At time of writing, the authorities filed administrative lawsuits against at least nine inspected organizations and five administrative cases against leaders of these groups for refusing to register. Two groups were forced to close as a result; at least three chose to wind up operations to avoid further repressive legal actions. The Prosecutor's Office ordered dozens of other groups to register or warned they might need to do so. Many organizations also faced sanctions for alleged violations of fire safety, tax and labor regulations, and sanitary norms.
Sexual Orientation and Gender Identity
In June 2013, parliament unanimously adopted a law banning promotion among children of “propaganda of nontraditional sexual relationships,” meaning lesbian, gay, bisexual, or transgender (LGBT) relationships. Violators risk stiff fines, and in the case of foreigners, up to 15 days' detention and deportation. Beginning in 2006, similar laws outlawing “propaganda of homosexuality” among children were passed in 11 Russian regions.Also in June, parliament passed a law banning adoption of Russian children by foreign same-sex couples and by unmarried individuals from countries where marriage for same-sex couples is legal. In September, several deputies introduced a bill that would make a parent's homosexuality legal grounds for denial of parental rights. It was withdrawn later for revision.
Homophobic rhetoric, including by officials, and rising homophobic violence accompanied debate about these laws. Three homophobic murders were reported in various regions of Russia in May 2013.
Vigilante groups, consisting of radical nationalists, and Neo-Nazis, lure men or boys to meetings, accuse them of being gay, humiliate and beat them, and post videos of the proceedings on social media. For example, in September 2013 a video showed the rape of an Uzbek migrant in Russia who was threatened with a gun and forced to say he was gay. A few investigations were launched, but have not yet resulted in effective prosecution.
Freedom of Expression
In June 2013, President Vladimir Putin signed a law imposing a maximum three-year prison sentence for publicly “insult[ing] the feelings of religious believers.” The law provides no clear definition of acts or speech considered “insulting.” The law is yet to be enforced.At time of writing, parliament was debating a bill to ban criticism challenging the fairness of Nuremberg Trial judgments or actions of anti-Hitler coalitions, with a maximum three-year prison sentence. Doing so in the media or while holding a public office carries a harsher criminal penalty of up to five years in prison.
Arrests and Harassment of Human Rights Defenders, Government Opponents, and Other Critics
The authorities continue to prosecute people who participated in a large demonstration at Moscow's Bolotnaya Square on the eve of Putin's May 2012 inauguration, based on disproportionate “mass rioting” charges and alleged acts of violence against police. At time of writing, two people were sentenced to two-and-a-half and four-and-a-half years respectively in prison, and one was sentenced to indefinite compulsory psychiatric treatment. A further 24 were charged, of whom 14 were held in pretrial detention, some ten of them for more than a year. Twelve of the twenty-four were on trial.In July, a court sentenced anti-corruption blogger and opposition leader Alexei Navalny to five years in prison on politically tainted embezzlement charges and released him pending appeal. On October 16, an appeals court suspended the sentence.
Two members of the punk group Pussy Riot, convicted on August 17, 2012, for a 40-second stunt in Moscow's largest cathedral, were repeatedly denied parole and continued to serve their two-year prison sentences. In September one of them, Nadezhda Tolokonnikova, went on a hunger strike protesting alleged inhuman work conditions, sleep deprivation, and threats by prison staff. She renewed her hunger strike in October to emphasize the threats against her. Russian authorities held Tolokonnikova incommunicado for over 26 days during her transfer to a prison facility in Kransoyarsk.
In July, a court in Nizhny Novgorod rejected a petition by the Prosecutor's Office to ban the book International Tribunal for Chechnya as “extremist.” The book calls for the creation of an international tribunal to investigate alleged war crimes and crimes against humanity committed during two wars in Chechnya. In October, an appeals court upheld this decision.
In September, Russian authorites arrested 30 activists with the environmental organization Greenpeace for staging a protest in the Pechora Sea. Investigative authorities charged them with piracy, then reclassified the charge to hooliganism. At time of writing, 29 of the 30 had been granted bail and released.
In November, Mikhail Savva, an NGO leader on trial in Krasnador for allegedly mismanaging a government grant, stated in court that authorities were planning to press treason charges against him in an effort to intimidate him. Savva said the authorities referenced the fact that he had received foreign grants for years and met with US embassy officials, among other things.
North Caucasus
The Islamist insurgency in the North Caucasus republics continued in 2013, particularly in Dagestan. According to Caucasian Knot , an independent online media portal, in thefirst nine months of 2013, 375 people were killed in the North Caucasus region, including 68 civilians, and 343 people were wounded, including 112 civilians. Approximately 64 percent of the killings and 71 percent of the injuries reported by Caucasian Knot occurred in Dagestan.According to the Memorial Human Rights Center, one of Russia's most prominent independent rights groups, from January to June 2013, eightpeople suffered abduction-style detentions by government agencies in Dagestan, with five still unaccounted for at time of writing. Ramazan Abdulatipov, Dagestan's new leader, abandoned the “soft power” counterinsurgency policies of his predecessor, including a commission for return of insurgents to peaceful life and promoting dialogue with Salafi Muslims. In 2013, persecution by law enforcement officials of Salafis increased. Unprosecuted abuses, including torture, abductions, and attacks against suspected insurgents and their families served to alienate Salafi communities. To combat “extremists,” the authorities condoned the rise of people's militias, which have driven some Salafis to flee their homes.
In July, unidentified assailants shot dead Akhmednabi Akhmednabiev, an independent journalist and critic of abuses by law enforcement and security agencies. The official investigation, ongoing at time of writing, acknowledged that he was killed because of his journalism. Prior to the murder, Akhmednabiev reported to the authorities death threats he received, but they did not take adequate steps to investigate. Akhmednabiev is the second journalist covering counterinsurgency issues murdered in less than two years in Dagestan. The 2011 killing of Khadzhimurad Kamalov remains unresolved.
Five people suffered abduction-style detentions in Ingushetia between January and March 2013, and two of them “disappeared,” according to Memorial. In August, the head of Ingushetia's Security Council, Akhmet Kotiev, was killed in an alleged insurgent attack.
According to Memorial, one person “disappeared” after abduction by security forces in Chechnya in the first six months of 2013.Law enforcement and security agencies under the de facto control of Chechnya's leader, Ramzan Kadyrov, continued collective punishment against relatives and suspected supporters of alleged insurgents. Victims increasingly refuse to speak about violations due to fear of official retribution. Abuses remain unpunished and largely under-reported.
In August, Russia's Prosecutor General's Office berated the Chechen Ministry of Internal Affairs for lack of cooperation in investigating cases of disappearances dating to 1990-2000.
Women are forced to wear headscarves in public buildings, and according to local women's rights activists, “honor” killings are on the rise in Chechnya.
Cooperation with the European Court of Human Rights
At time of writing, the European Court of Human Rights (ECtHR) had issued over 200 judgments holding Russia responsible for grave human rights violations in Chechnya. At least threepertain to violations that law enforcement officials perpetrated under Kadyrov's de facto control.While Russia continues to pay the required monetary compensation to victims, it fails to meaningfully implement the core of the judgments by not conducting effective investigations, and failing to hold perpetrators accountable In October, when the ECtHR ruled on the case of Abdulkhanov and Others v. Russia , for the first time in a case concerning the armed conflict in Chechnya, the Russian government acknowledged that there had been a violation of the right to life.
In July 2013, the ECtHR ruled that Russia violated the European Convention on Human Rights during the trial and sentencing, on tax evasion and fraud charges, of former Yukos oil company owner Mikhail Khodorkovsky in 2005 and awarded US$13,500 damages to the jailed businessman.
Abuses Linked to Preparations for the 2014 Olympic Games
Authorities continued to intimidate and harass organizations, individuals, and journalists who criticized the local government in the Black Sea city of Sochi, including for its preparations for the 2014 Winter Olympic Games.Some migrant workers involved in building Olympic venues and other infrastructure continued to report that employers failed to provide contracts or promised wages. Police detained on false charges at least one worker who tried to complain about exploitation. Local authorities failed to effectively investigate workers' complaints and, in September, initiated large-scale raids to detain and deport irregular migrants ahead of the games in 2014.
The authorities are resettling more than 2,000 families to obtain land for Olympic venues and infrastructure. Not all of those evicted have received fair compensation. The authorities refuse to compensate or resettle other families whose properties have been severely damaged or altered by Olympic construction.
Palliative Care
Restrictive government policies and limited availability of pain treatment persists and severely hinders the delivery of palliative care. Each year, tens of thousands of dying cancer patients are denied their right to adequate pain relief. In May 2013, a doctor in Krasnoyarsk and another woman were found guilty and fined on charges of illegal trafficking of controlled substances, after they helped a man in the final stages of cancer and in debilitating pain obtain opioid pain medicines. In September, an appeals court sent the case for retrial. The court hearing the retrial excluded a lead defense lawyer from the case.A May 2013 government decree somewhat eased patients' access to narcotic pain medications. However, implementation is problematic.
Disability Rights
The government has taken several high-profile steps to demonstrate its commitment to ensuring an accessible environment for its approximately 13 million citizens with disabilities, including implementing its multibillion-ruble Accessible Environment Program and its decision to host the Sochi 2014 Winter Paralympics.However, for many people living with disabilities in Russia, taking part in the basic activities of daily life can be extremely difficult or even impossible due to a range of barriers they encounter. These include the lack of ramps and elevators, leading to isolation in their homes; employers' unwillingness to hire people with disabilities; and inadequate visual, auditory, and sensory accommodations in buses, trains, and train stations. Most people with disabilities interviewed by Human Rights Watch who submitted written complaints to local government about inaccessible facilities or services reported that the response was not timely or effective.
Hundreds of thousands of adults and children with disabilities considered to need constant care currently live in closed institutions, including many who would like to and could hold jobs and live independently, with certain social supports.
Migrant's Rights
In July 2013, Moscow police launched a discriminatory campaign against irregular migrants, detaining people based on their non-Slavic appearance with the stated aim of identifying alleged violations of migration and employment regulations. Several thousand were allegedly taken into custody. Some were released and others were expelled. Several hundred were put in a makeshift tent camp and held in inhumane conditions. The campaign to detain and deport irregular migrants spread to other regions of Russia with high concentration of labor migrants, including Sochi.Key International Actors
International actors raised a range of concerns about developments in Russia, condemning the anti-LGBT “propaganda” law, the “foreign agents” law and the burdensome inspections of NGOs that followed its adoption, and the flawed conduct of high-profile trials against political opponents.In May 2013, the United Nations special rapporteurs for freedom of association, human rights defenders, and freedom of expression voiced serious concerns about the “obstructive, intimidating, and stigmatizing effects” of waves of inspections of Russian NGOs in connection with the “foreign agents” law.
During its Universal Periodic Review at the Human Rights Council, Russia rejected key recommendations related to freedom of association, LGBT rights, and abuses of migrant workers in Sochi. The Council of Europe's secretary general and its commissioner for human rights urged Russia to reevaluate the NGO law, as did Parliamentary Assembly of the Council of Europe rapporteurs.
European Union High Representative for Foreign Affairs and Security Policy Catherine Ashton spoke out against several “deeply troubling” trends in Russia, including the crackdown on civil society and political activists, impunity for past human rights violations, and discriminatory legislation against LGBT persons. At the conclusion of the June 2013 EU-Russia summit, European Council President Herman van Rompuy acknowledged that human rights remain an “important, although difficult, element of our relations.”
EU governments also publicly criticized the human rights situation in Russia. Germany and France condemned the “foreign agents” law, particularly after German and French organizations operating in Moscow were inspected. Officials of many foreign governments and intergovernmental organizations also voiced strong concerns about the anti-LGBT “propaganda” law.
Although the International Olympic Committee (IOC) publicly affirmed its commitment to nondiscrimination regarding LGBT people, it has refused to ask Russia to repeal the “propaganda” law. Former IOC President Jacques Rogge went no further than to ask Russia for “assurances” that there will be no discrimination in Sochi. Current IOC head Thomas Bach declined to condemn the law and stated that the IOC “cannot claim to rise above sovereign states.”
Relations between the US and Russia were particularly strained in 2013. In December 2012, the US Congress adopted legislation introducing a visa ban and asset freeze against Russian government officials involved in the death of whistleblower tax lawyer Sergei Magnitsky and the torture or killing of other whistleblowers. The initial list included 18 names, 16 of which were directly connected to the Magnitsky case. In response, the Duma adopted a law banning US adoptions of Russian orphans. In January 2013, the US withdrew from the civil society component of the US-Russian Bilateral Presidential Commission due to disagreements over the “foreign agents” law.
US President Barack Obama canceled a planned September summit with Putin, citing lack of progress on the bilateral agenda, including on human rights abuses. A meeting between US and Russian foreign and defense ministers went ahead, but did not address human rights. Obama later noted that he was personally “offended” by Russia's “antigay and lesbian legislation.”
Foreign Policy
Russia's foreign policy impeded accountability for humanitarian law violations and, for much of the year, humanitarian assistance for all in Syria. In its drive to ensure no “regime change,” no military intervention, and no singling out of the Syrian government for abuses, Russia, a close ally and supporter of the Syrian government, also failed to take actions to end war crimes and crimes against humanity, hold their perpetrators accountable, and ensure access to humanitarian assistance for people in all parts of Syria, including rebel-held areas.Until the chemical weapons attacks of August 21, Russia and China continued to block meaningful action by the UN Security Council regarding Syria. Following the attack, Russia supported a council resolution requiring the Syrian government to eliminate its chemical weapons program. Russia also allowed the passage of a statement by the council's president calling for immediate, safe, and unhindered humanitarian access throughout Syria. Russia continued to obstruct efforts by some council members to refer the situation in Syria to the International Criminal Court, which would then have the mandate to examine serious crimes committed by all parties to the conflict.
In 2013, Russia continued proposals to weaken the autonomy of UN treaty bodies. These included the “supervision” by member states, allowing states under review to negotiate questions the particular committee would ask.
Despite the explicit mandate of the UN Human Rights Council to respond to situations of human rights violations, Russia continued to play a negative role by questioning the council's engagement in specific countries where engagement was needed, including Sri Lanka, Belarus, and Syria, branding the council's response politicized.

Russia, Putin Held in Low Regard around the World
Russia's Image Trails US across All Regions
Outside
its own borders, neither Russia nor its president, Vladimir Putin,
receives much respect or support, according to a new Pew Research Center
survey. A median of only 30% see Russia favorably in the nations outside of Russia. Its image trails that of the United States in nearly every region of the world. At the same time, a median of only 24% in the countries surveyed have confidence in Putin to do the right thing in world affairs, and there is far less faith in the Russian leader than there is in US President Barack Obama. Opinions of Russia are more unfavorable than favorable in 26 nations. The strongest negative sentiment is in Poland and Jordan (both 80%).
The former is a legacy of a long history of bilateral tensions.
Public opinion in Jordan may be influenced by Moscow's current support for the regime of President Bashar al-Assad in Syria, Jordan's neighbor and the source of hundreds of thousands of refugees in Jordan.
Anti-Russian sentiment is also particularly strong in Israel (74%), Japan (73%), Germany (70%) and France (70%).
These are among the main findings of a Pew Research Center survey, conducted in 40 nations among 45,435 respondents from March 25 to May 27, 2015.
Russia's greatest support is in Vietnam (75%). But in only two other nations do about half or more of the public have a positive view of Russia: Ghana (56%) and China (51%).
In a number of countries, large segments of the public express no opinion about Russia. This includes more than half of those surveyed in Ethiopia and about a third or more in Pakistan, India, Burkina Faso, Tanzania, Senegal, Argentina and Peru.
Within the context of generally anti-Russian sentiment, views of Russia can differ between generations. Americans ages 50 and older are far more critical of Moscow (78% unfavorable) than Americans ages 18 to 29 (56%). The generation gap is similar in Canada: 69% negative among older Canadians compared with only 47% unfavorable among younger ones. There are 19-percentage-point differences in unfavorable views between these age groups in Spain (72% vs. 53%) and Australia (70% vs. 51%).
There is a notable partisan difference in views of Russia in France: While both major parties there have a negative view, more Socialists (78%) than supporters of the right-of-center Union for a Popular Movement (UMP) (67%) see Russia unfavorably.
Favorable opinion of Russia trails that of the US by a significant margin in most regions of the world. The image gap is 43 points in Europe (US 69%, Russia 26%); it is 42 points in Africa (US 79%, Russia 37%).
Only in the Middle East are opinions of Russia and the US comparable,
both notably poor: just 29% favorable for the US and 25% favorable for
Russia. 
In recent years, Americans' views of Russia have deteriorated.
As recently as 2011, about half of Americans (49%) voiced a favorable
opinion of Russia, but in 2015, just 22% express such sentiments. Russian views of the US have fallen off even faster and further. In 2013, 51% of Russians had a positive assessment of the US; in 2015, only 15% do. 
There has been a similar decline in Germans' views of Russia, beginning before the 2014 fighting in eastern Ukraine. In 2010, half of Germans saw Russia favorably. By 2015, only 27% hold such views, although that figure is up from 19% in 2014, despite continuing tensions over Ukraine. Russians' opinion of Germany has deteriorated even more. In 2011, 78% of Russians saw Germany in a positive light. In 2015, less than half that proportion (35%) voiced such sentiment. Chinese views of Russia have also dipped in the past year. About half of Chinese (51%) have a favorable opinion of Russia, down from nearly two-thirds in 2014. But the Chinese public's views of Russia have merely returned to their long-term norm after a one-year spike. Meanwhile, Russian views of China have improved markedly, rising from 64% in 2014 – roughly the level they had been at since 2007 – to 79%.
Putin's Image Even Worse than That of Russia
In only two nations – Vietnam (70%) and China (54%) – do more than half
the public have confidence in Russian President Vladimir Putin to do
the right thing in world affairs. Among the 39 nations surveyed outside of Russia, a median of just 24% see him in a positive light. Nevertheless, Putin remains popular at home, with an 88% positive rating. A median of 58% around the world hold a negative opinion about Putin. His strongest critics are in Spain (92% no confidence), Poland (87%), France (85%) and Ukraine (84%). Three-quarters or more in Western Europe and North America are also critical of Putin, as are majorities in the Middle East.
Opinions are more varied in Asia, Africa and Latin America, however. In the Asia-Pacific region, about eight-in-ten Australians (81%) hold a negative view of Putin, while seven-in-ten Vietnamese have a positive opinion. Seven-in-ten Venezuelans, but only about half of Peruvians (52%), voice a lack of confidence in Putin. And 45% of Kenyans have negative sentiments about the Russian leader, compared with only 16% of Ethiopians.
But views in Asia and Africa are in part a product of the fact that many people in those regions have no opinion of Putin: 56% in Pakistan, 52% in Ethiopia, 49% in India, 43% in Senegal and 42% in Indonesia say they don't know how they feel about him.
In most parts of the world, views of Putin and views of Russia track closely. This is especially true in Africa, Asia and most of Latin America. There are, however, notable exceptions where Russian favorability exceeds confidence in Putin. In Spain, 25% have a favorable view of Russia while only 6% have a positive opinion about Putin. Similarly, in France, Venezuela, Peru and Ukraine, roughly twice as many see Russia in a positive light as have confidence in Putin.
In all regions of the world, Putin's image fares quite poorly compared with public perception of US President Barack Obama. Three-quarters of Europeans have confidence in Obama to do the right thing in world affairs. Only 15% have such faith in Putin. By more than two-to-one, publics in Africa, Asia and Latin America trust Obama more than Putin. Only in the Middle East is confidence in Putin even close to confidence in Obama. And that is not because support for Putin is very high (25%), but rather because support for Obama is also quite low (36%). Meanwhile, Russian confidence in Obama is now at Bush-era lows. As recently as 2011, 41% of Russians had faith in Obama. In 2015, just 11% of Russians trust his handling of world affairs, comparable to their 8% confidence in US President George W. Bush in 2003.
