Bitcoin: Islamic State's online currency venture
Between bitcoin and gold, the "Islamic State" is experimenting with
currency, marking a new step in its state-crafting ambitions. But will
the latest move further embed it amid international efforts to uproot
the group?
The latest ploy by the "Islamic State" in its quest to carve out a state
from nations in the Middle East and Africa illustrates a political
project that encompasses all aspects of life, especially those which
concern finance and economy.
Intent on transforming itself from a group of militants from disparate backgrounds to a recognized nation, "Islamic State" (IS) is continuing to buildup state-like institutions and services, including schools, hospitals and now a treasury.
Its apparent use of the decentralized technology bitcoin has come at nearly the same time as IS minted and released its own currency, the "gold dinar." The group's use of the two currencies, however, will likely serve different purposes.
Digital transactions
The technology behind the digital currency bitcoin makes it difficult to trace, with a single unidentifiable wallet - or account - having received around $23 million (20.3 million euros) worth of bitcoin in the past month.
The EU Institute for Security Studies (EUISS) published a report in June detailing IS' use of digital currencies and encrypted platforms, noting that such practices makes it "particularly hard to trace" the flow of finances and black market goods.

"Sadaqa (private donations) constitute one of ISIL's main sources of
revenue, and its supporters around the world have allegedly used digital
currencies such as bitcoin to transfer money quickly to accounts held
by ISIL militants while minimizing the risk of detection," wrote EUISS
junior analyst Beatrice Berton, referring to IS by an alternate acronym.
Thousands of dollars worth of bitcoin has been sent to accounts purportedly affiliated with "Islamic State," with the one of the accounts registering its first transaction in 2012.
However, following a chain of transactions from the concerned account leads to another with more than $3 million (2.65 million euros) in bitcoin, though it is unclear who the account's owner is.
The account in question was discovered by anti-IS hacker group GhostSec , formerly affiliated with hacktivist collective Anonymous.
Ideological underpinnings
An essay written by 17-year-old Ali Amin entitled "Bitcoin and the Charity of Violent Physical Struggle" has posited bitcoin as an alternative currency for "Islamic State" after lambasting the use of foreign money as a means of exchange.
"A proposed solution to this is something known as bitcoin," wrote Amin under the alias Taqi'ul Deen al-Munthir.
Amin, better known for his now-suspended Twitter handle AmreekiWitness, was arrested in June in the US state of Virginia for providing material support to the "terrorist organization" by teaching "Islamic State" militants how to use bitcoin and encrypted platforms to stay anonymous online. In August he was sentenced to 11 years in prison.
Before his arrest, Amin had proposed a bitcoin marketplace structured on Islamic jurisprudence, wherein moderators would become qadis, the title used for judges when the Ottoman Empire and historical caliphate were one.
"New developments in bitcoin have allowed marketplaces that run on whatever law system the individuals choose. This instantly allows for Shariah only compliant markets that cross all borders, nation state regulations, send money instantly and are untrackable (sic) by kafir governments," Amin wrote, using the Arabic word for "infidels" when referring to Western states.
"This system has the potential to revive the lost sunnah of donating to the mujahedeen, it is simple, easy, and we ask Allah to hasten it's usage for us," Amin wrote.
'Golden dinar'
While international donations reach the terrorist groups in the form of encrypted bitcoins, "Islamic State" has also introduced its own currency in at least some of the territory it controls.

From commodities exchanges to coin minting, a video released in
early September entitled "Rise of the Khilafah: Return of the Gold
Dinar" provides a financial history of the development of currency,
ending with an apparent release of the "Islamic State" currency.
According to the video, the militant group has restored "the gold dinar and silver durham as the ultimate measure of goods and services."
"A map of the world is featured on the coin's reverse, denoting the tidings of the prophet…concerning the territory that his ummah's reign would reach, including Constantinople, Rome and America," the narrator stated.
The video also shows the militants distributing the new currency to ordinary people in what appears to be the Syrian city Raqqa, the militant group's de facto capital.

The Cyber Activists Who Want to Shut Down ISIS
Somewhere in
Europe, a man who goes by the name “Mikro” spends his days and nights
targeting Islamic State supporters on Twitter.
In August 2014, a Twitter account affiliated with Anonymous, the hacker-crusader collective, declared “full-scale cyber war” against ISIS: “Welcome to Operation Ice #ISIS, where #Anonymous will do it’s [sic] part in combating #ISIS’s influence in social media and shut them down.”
In July, I traveled to a gloomy European capital city to meet one of the “cyber warriors” behind this operation. Online, he goes by the pseudonym Mikro. He is vigilant, bordering on paranoid, about hiding his actual identity, on account of all the death threats he has received. But a few months after I initiated a relationship with him on Twitter, Mikro allowed me to visit him in the apartment he shares with his girlfriend and two Rottweilers. He works alone from his chaotic living room, using an old, battered computer—not the state-of-the-art setup I had envisaged. On an average day, he told me, he spends up to 16 hours fixed to his sofa. He starts around noon, just after he wakes up, and works late into the night and early morning.
No state intelligence agency assigned Mikro this work. He answers to no one and uses methods that are not only ethically ambiguous, but also beyond any kind of democratic oversight and accountability. Nobody even knows what he’s doing except for his girlfriend and a motley crew of dedicated operatives. His neighbors just think he’s a recluse. To his friends, he’s a computer nerd.
Unbeknownst to any of them, Mikro is the “operations officer” for GhostSec, a group with the self-declared mission of targeting “Islamic extremist content” from “websites, blogs, videos, and social media accounts,” using both “official channels” and “digital weapons.” The group claims to have disrupted or taken down more than 130 ISIS-linked websites by overwhelming their servers with fake traffic from multiple sources. (This is called a Distributed Denial of Service, or DDOS, attack.)
In February, Mikro founded a second group called CtrlSec. It’s closely related to GhostSec; both groups originate from Anonymous, and they share personnel and resources. But Mikro told me CtrlSec is no longer affiliated with Anonymous, a non-hierarchical organization that prohibits its members from soliciting financial support from outsiders. “We have a structure,” Mikro explained. “We have a leadership, we have roles, and we need money.”
Once the group is satisfied that it has identified a pro-ISIS account, it adds the account in question to its “blacklist,” which it tweets out in automated installments. The group then asks its followers to flag the blacklisted accounts for Twitter. (Under the company’s rules, users can be suspended if they “promote violence against others” or post “excessively violent media.”) “The purpose of this account is to expose ISIS and Al-Qaida members active on Twitter,” explains CtrlSec’s Tumblr page. “Whether they should be reported or not isn’t our decision: it’s your decision.”
Mikro claimed that since February, CtrlSec has helped remove 60,000 to 70,000 pro-ISIS Twitter accounts. These are astonishing numbers (and ones that top Berger and Morgan’s estimate of total pro-ISIS accounts). When I pressed Mikro on how he arrived at the figure, he wouldn’t elaborate. Early on, he said, he tried to share his blacklist directly with Twitter. “But they never got back to us,” he told me. This still exasperates him. “If they would cooperate with us, it wouldn’t take more than a couple of days to shut [ISIS] totally out. They are shutting down in waves,” he continued. “Suddenly 2,000 accounts are gone, 5,000 accounts are gone, and then [ISIS] can go two weeks with no suspensions, and then 10,000 accounts are gone.”
As I pressed Mikro on his modus operandi, he showed me a Twitter account that had just made it onto his blacklist. Its tweets contained a lot of ISIS insignia, and I could readily make out the distinctive logo of ISIS’s media arm, Al Hayat, in some of the screenshots. Many of the photos depicted the kinds of medieval atrocities that have become ISIS’s trademark.
Then Mikro showed me an excruciatingly vivid photo of a severed human neck. It had been sent to his Twitter inbox by a self-professed ISIS supporter and addressed personally to him. There were no words attached, just the gut-wrenching gore. Mikro said he’d lost count of the death threats he’d received. “I don’t really take them seriously,” he said. Then he added, “I know it’s very real, but I can’t let it affect me, because I’m up to my neck in shit already with this. If they figure out who I am … they would do anything to come here and take me down.” He showed me, with not a little pride, a hit list posted online by ISIS supporters in which CtrlSec held first place.

Before
he became a counter-jihadist, Mikro spent years trying to figure out
exactly who he wanted to be. He was a boisterous and badly behaved
child, always in trouble at school. He said his mother’s boyfriend
disliked him and threatened to leave her if she didn’t put him in foster
care. “I woke up one morning and I wanted to go out but noticed the
front door was locked. So I asked, ‘What’s happening?’ And my mum told
me I was going away for a couple of weeks. But when you’re told to pack
everything you have, you start to smell that it’s more than a week.”He said he “went crazy” and “started kicking down the door. I was going totally maniac and went into my room and started crushing everything. And then the child welfare came, and they actually called the police. And there came a guy with a helmet and shield in through the door, with a couple of police officers behind. They fucking handcuffed me and carried me out to the police vehicle and drove me off to the child-welfare office. I was 12 years old.” The “couple of weeks” away turned out to be six years.
Mikro’s placement with the Muslim family didn’t last long anyway. After he was caught using drugs, he was transferred to “a house in the middle of nowhere, with a bunch of troubled teenagers.” It was there that Mikro’s life changed forever. “I remember it really clearly because it has haunted me in every court I have been in.” The quarrel was over a girl who had been assaulted by one of the boys in the house. Mikro said he and two friends tried to confront the boy but were stopped by a group of care workers before they could exact revenge. “One of them … I’m not proud of it, because he was a really nice guy and he was just trying to make us think logically, when I look back at it. We dragged him to the ground and kicked him several times. He cracked, like, six ribs. He didn’t break it, but he did serious damage to his spine. He stopped working with youths after that. The doctor said that if we’d kicked him one more time in the chest, he’d be dead.”

The U.S. Department of State has made its own efforts to beat ISIS at the Twitter game. Earlier this year, I interviewed
Alberto Fernandez, then in his final week as the head of the State
Department’s Center for Strategic Counterterrorism Communications
(CSCC). Fernandez spoke with disarming honesty and acuity about the
myriad difficulties of derailing ISIS’s narrative and blunting its
appeal among disaffected and marginalized Sunni Muslims. At the time,
the CSCC was under fire for its “Think Again Turn Away” campaign, which the terrorism analyst Rita Katz had harshly denounced as inept and “embarrassing” in an article in Time.
“We don’t have a counter-narrative,” Fernandez acknowledged. “We have
half a message: ‘Don’t do this.’ But we lack the ‘Do this instead.’”
A related criticism is that Twitter suspension undermines the democratic ideal of free speech. “That’s bullshit,” Mikro fired back before I could finish articulating the complaint. “Why should somebody who doesn’t let other people practice free speech have free speech? We’re saving lives.”
I tried to get Mikro to tell me more about what’s driving him. State counterterrorism agents are usually paid for their efforts, but this man devotes a huge amount of time and energy to his calling without any financial reward—and at no small personal risk. He told me he was spurred to action by the Charlie Hebdo attacks in January: “I had to do something. You can’t kill so many people over a fucking drawing.” He realized then, he said, that “sooner or later, if you don’t do shit, it’s gonna be your problem, too.”
But when I asked him what was going on in his life at the time, he said, “I was doing nothing.” CtrlSec has clearly filled that void. “I no longer know what else to do,” he reflected. “If I didn’t do this, I’d do exactly the same thing: I would sit at home, smoke weed all day. Only difference now is that I actually feel like I’m doing something productive.” When I asked him how he felt when he heard the news about the thwarted plot in Tunisia, he said, “That was like an orgasm, seriously.”
Not long after I returned to the U.K. from visiting him, Mikro sent me a text message. “Something big is happening,” he wrote, adding, “it’ll be a long night.” His ominous words were followed by a smiley face.

評李天命的實利哲學
港大校委會事件中，一些為挺而挺校委會決定的歪理多不值一駁，只是其中前中大哲學系講師李天命的文章和打油詩卻令他的讀者驚訝。面對許多網民質疑，李天命
10月10日在論壇留言回應。筆者讀後，覺其表述不同於幾個「站穩立場車大炮」的胡言，在當前混亂的社會思潮中，他的論述有一定代表性，值得提出商榷。
不負文責有違哲道
李天命在回應文章的後記說：「已在多種場合表示過Ｎ次，我僅僅精於哲道。希望其他方面可以不負文責。」文中也自負說：「我自許擁有一顆十分擅長思考——當然包括獨立思考——的頭腦。」筆 者年輕時也曾鑽研哲學，知道哲學的範圍相當廣闊，絕不止於邏輯思辨，歷代哲學家探討更多的是人生命題。而人生哲學中，最重要的就是每一個人都要為自己的所 有言論行為負責，從來沒有哲學家認為人只需為自己在行的言行負責。一個演員不能只對他的演藝表現負責，而對自己的其他言行不負責任。律師、醫生或從事任何 行業的人士也如此。因此，「希望其他方面可以不負文責」，實有違哲道。此外，他說「擅長思考——當然包括獨立思考」，也令人訝異，因為任何具獨立人格的個 人，他的思考都只會是獨立思考。只有依附某個政治權力或屬某組織中人，才會言不由衷，有非「獨立思考」的「思考」。

姑不論他舉出的例如「鄧以平民身份指導大方向」是如何與事實不 符，最主要是他的「敬共」均源自國力，包括核能力和所謂興旺亦指經濟力。但普世觀念認為，經濟的發展，國力的強盛，如果不能伴隨着社會的進步，那絕不會是 一個值得尊敬的國家。甚麼是社會的進步？就是自由、法治、人權有進步，人民的公民意識和社會道德有進步。美國總統參選人希拉莉前兩年在一個演講中說：「從 申請移民的情況看，中國90%的高官家屬和80%的富豪已申請移民，或有移民意願。一個國家的統治階層和既得利益階層為甚麼對自己的國家失去信心？」單以 希拉莉提出的這一事實，就足以說明生活在大陸即使位居既得利益階層，對自身安全也不放心，更遑論一般人民的自由、人權了。從大捕維權律師的政治近況，和怪 事層出不窮的社會現實來看，大陸社會不僅沒有進步，甚至可以說已淪為假話假貨假事鋪天蓋地的道德敗劣的社會了。對中國今天，「窮得只剩下錢」是確切的形 容。
只講實利不講公義
筆者比李天命年長，童年經歷過抗戰，即使在人民流離失所地逃難中，許多貧窮地方的人家，也會開門收容難民，以至抗戰時出現過一副對聯：「年年難過年年過， 處處無家處處家。」中共建政之初，民風純樸，排隊、讓座、有禮貌、街道整潔，遠勝香港。即使文革期間，經濟已到崩潰邊緣，均貧的社會人民仍然有較好的道德 面貌。筆者當年不僅「敬共」，而且親共，甚至認同「只有共產黨才能救中國」。但其後中國的變化，已衍變成特權階層和暴發戶騎在無權百姓頭上作威作福的社 會。國家主義有強權無公義，即使再強大再有錢，又怎值得尊敬？孔子曰：「君子喻於義小人喻於利」。今天論一個國家的「義」，應指人民的自由、人權，指社會的互信與道德水準；若只講「利」，就是只重國家的經濟力、武力，那是有肌肉而沒有靈魂。
在 回應的小結，李天命說「贈送8個字給天真可愛的政治ＢＢ」，就是「政治對決決於實力」。就成敗而言，這話沒有錯。但中國古哲有「義」與「命」的分際，義指 是非對錯，命指成敗得失。政治ＢＢ面對不義強權在政經社三方面侵凌，奮起作不顧成敗得失的抗爭，在李哲人看來成功「概率為0」，自然不值得去做，但現時世 上人們享有的不少權利，不正是無數政治ＢＢ只問對錯不問得失、知其不可為而為之才爭取得來的嗎？馬丁路德金、曼德拉、甘地、劉曉波……，大概都是李哲人眼 中的政治ＢＢ。
我們的社會，太重實利，太計較得失，連自稱哲人者也教人實利哲學。在這樣的時候，對一些不顧成敗得失為公義抗爭的政治ＢＢ們，我們是不是應該給予更多的鼓勵，致最高的敬意呢？

七警涉嫌「暗角打鑊」案件，今日一周年，警方今早突通知案中受害人、公民黨成員曾健超，要「預約拘捕」他，其後曾健超更被控襲擊11名警員和阻礙15名警
務人員執行職務，但他們均非涉毆七警。同時警方亦正式落案起訴涉毆曾健超的7名警察，7人各被控一項有意圖導致他人身體受嚴重傷害罪，若罪名最高可判囚終
身，其中1人再被控普通襲擊罪，全部獲准保釋外出，下周一東區法院提堂。警方一直未有披露七警姓名，直至晚上，律政司發稿披露七警的姓名和職銜，分別是總督察黃祖成、高級督察劉卓毅、偵緝警長白榮斌、警員劉興沛、偵緝警員陳少丹、偵緝警員關嘉豪及偵緝警員黃偉豪。
律政司又指，七警當日在龍匯道政府大廈泵房東變電站外，意圖非法及惡意導致曾健超的身體受嚴重傷害，而偵緝警員陳少丹在曾健超被帶返中區警署後，在一個會面室內襲擊曾健超。
根 據《侵害人身罪條例》第17條，意圖造成身體嚴重傷害而傷人罪，最高可判處終身監禁。之前有傳警方會控告較輕罪名，即同一條例中第39條，襲擊致造成身體 傷害罪，此罪最高只可判處監禁3年。根據《警隊條例》，總督察或以下職級警務人員停職時，仍有機會獲支半薪，直至被定罪為止。

行會成員任主席涉利益衝突
筆者問葉議員的政綱，是擔心她作為行政會議成員，要集體支持政府每一項決定。而葉議員雖然未必需要於小組內投票支持每一項人事職位審批。但是，主席可以決 定會議開會日子、決定發言和審議時長、決定議程次序，在在這些，都可以與政府配合無間，令具爭議的項目可以在主席袒護之下過關。葉議員擔任人事編制小組主席帶來的公正問題必須受到正視和深思。這個小組的職責，是負責審核政府當局有關開設、重新調配和刪除常額及編外的首長級職位，以及更改公務員各職系和職級架構的建議，並就該等事宜向財務委員會提出建議。
表 面看來，葉議員的行會成員身份已經構成擔任此委員會主席的利益衝突。雖然，立法會《議事規則》中只列明有金錢利益的事項才需要在議會內申報，這類因身份而 構成的利益衝突，在《規則》中並無明文規定需要處理或如何處理。正因如此，建制派才可以如此不避嫌疑地安排一位行政會議成員擔任這個有實權的人事編制小組 委員會會議的主席，進一步削弱立法機關對行政機關的監察角色。
行政立法關係惡劣不是始於今日，自梁振英當政以來，政府與泛民交往已日益減少，但泛 民在直選中一直有接近六成市民支持，當梁振英揚言要將泛民趕出議會，其立法會的建制代理人就張牙舞爪，執行其強硬鬥爭路線，全面封殺泛民，甚至將行會成員 捧上小組主席之位，不用理會公眾觀感，視利益衝突如無物。當這個政府和其建制追隨者，以有權用盡的方式行事，粗暴和橫蠻程度至無以復加時，也等於自絕政府 與市民溝通之路，破壞「三權分立、互相制衡」的制度安排，此非香港之福。

我們在公開大陸的封鎖網絡,監控人們的內地信息不斷更新,但最近的中共獨裁政權把內地的記者們,捍衛人權的律師們,異見聲音人士,總共六十多人被濫暴濫監;及香港人們所受的政治打壓;與俄羅斯人們的反獨裁政府的單薄弱勢被欺凌!這些我們都在以上網址發佈於Google的Blogger全球網絡上!
而我們也積極的與對抗ISIS極端份子的匿名有著一直的聯絡,亦認識到一群俠義匿名來自世介各地.
我們欠缺贊助金錢,對一些Free Anonymous提供一些通行無阻的網絡Ip位置和端口,及開發很多原始Linux/unix的非常資訊是欠缺資金支持我們一起繼續更多的開發!大陸共產黨封鎖網絡及反對人民翻牆,使內地的人們增添更多不滿情?;
