China Caught Spying on Tibetan Activists and Neighbouring Countries
China has been a usual suspect behind the cyber attacks carried out worldwide — From U.S. to India everyone blames the red army for its cyber campaigns.
A group of hackers that seems to be based in China have been running a cyber attack campaign to spy on India and the neighbouring countries in an attempt to search for information about ongoing disputes over border as well as some other political matters, recent report by cybersecurity firm FireEye reveals.
The security firm has described the group of hackers as a part of an Advanced Persistent Threat (APT), while the cyber-spying activities begun back in 2011 and the group targeted over 100 victims, out of which 70 percent of the victims were in India. Whereas the rest of the attacks were targeted towards Tibetan and Southeast Asian based activists as well as dozens of organizations in Bangladesh, Nepal, and Pakistan.
Over the time span of four years, the APT group used to send spear phishing emails containing Microsoft Word documents embedded with a malicious script called Watermain. So whenever the targeted victim opens an infected document, the malicious script automatically creates backdoors on infected machines.
It was also found out that these spear phishing attacks were also detected in April 2015, about a month ahead of Indian Prime Minister Narendra Modi’s first visit to China. But most of the hackers focus is on targeting governmental, diplomatic, scientific and educational organizations.
“Collecting intelligence on India remains a key strategic goal for China-based APT groups, and these attacks on India and its neighbouring countries reflect growing interest in its foreign affairs.” He further added, “Organizations should redouble their cyber security efforts and ensure they can prevent, detect and respond to attacks in order to protect themselves.”The China-based hackers had modified their spying approach over the period of last four years, but in these attempts, they largely depended on an exploit found in 2012. So this made it easier for the hackers to target those victims who are using systems that are not patched against the known exploits.
Spying attacks by a China-based APT group on Indian based organizations have become common now. The previous APT30 cyber spying attack, which was almost a decade-long campaign, managed to compromise the security of Indian based defence and aerospace company.
In past, China was caught targeting Uyghur and Tibetan activists with specially designed Android trojan. In 2014, the pro-democracy protesters in Hong Kong were also targeted by the Chinese government with an Android spyware disguised as an OccupyCentral app.

地產霸權及自由行的劇毒種子開始在香港開花結果了，香港人一是選擇繼續被吸乾，一是選擇忍受陣痛開刀切除。但我覺得香港人已中毒太深了，大多都會寧願選擇活於毒癮當中，反正下一代埋單，不能自拔，代代為奴。
事實上在香港消費真的是貼錢買難受，租金昂貴令餐廳商店地方異常擠迫，服務態度又惡劣，貨品價錢又因租金貴得離譜，滿街都是"服務"內地游容的老千騙徒，市容越來越差，計程車司機態度惡劣，車廂就像垃圾房般；
去過日本旅游，回到香港一分錢也不想在此消費!!
商戶為了交租千術百出，貨品價錢每一區都跟游客區一樣高昂，
商戶都要謀取暴利來交租，市民用大部分工資供樓房，根本無力再消費!!
這些所有退步墜落跟民不聊生都是地產霸權跟自由行洐生出來的禍害。
香港一年到晚只懂吹噓自己是購物天堂，目的只是想賺盡內地人金錢，
完全將旅客體驗跟感受置之不理，連旅游業都因此弄得無恥過人。
在地產霸權同自由行這些"容易錢"之下，香港人真的已變得又笨又遲鈍，
集我們競爭對手的缺點於一身: 語言差、零創意、高惰性、自欺欺人、
大商家壟斷主要行業、貧富越趨懸殊，已經返唔到轉頭，
受苦的必然是我們下一代！香港過去賺錢太過容易，
引致各行各業都落後於人，現在大圍環境逆轉無力轉身，
根本完全不值一分可憐!!
所以大家要用實際行動say NO， 不要縱容劣質服務/產品及地產霸權繼續為害香港。 繼續付款只會令政府和發展商認為香港人只是一個毒癮極深的道友一樣，沒有它們的白粉不成。
沒有自由行之前香港是否貧窮地區？反而近幾年大家工資上漲不少，
但物價卻狂飆，實際上大家都窮了! 政府只懂用賬面薪金來欺騙平民百姓。
事實上，經濟結構同勞動力是會自動調節，香港人強頂就是靈活變通，
但現在正正香港人就是因為自由行跟地產太過暴利，
造成今日產業單一化跟勞動力流動性低，
做老板投資地產坐定定年年超高回報，
開金行藥房海味店保證賺大錢，為什麼要做實業慢慢來？
人家星加坡產業均衡，互惠互利，他們一樣沒有資源，
更加不像香港有中央支持xx通及什麼貿易協定，
人家人均GDP早已超越我們香港了，人家沒有地產霸權，
也沒有一年幾千萬自由行撐住，看看星加坡，
大家就知道根本整個劇本就是發展商、
大商家這些既得利益者跟港府編出來的大話和催眠:
香港一定"需要"高樓價跟自由行去續命。

切錯肺的事主姓姜（46歲），從事扎鐵工作多年，一直健康無大病。2012年12月16日，他在地盤工作時撞到胸口感痛楚，當天到將軍澳醫院急症室求醫，
經照X光後發現胸骨輕微骨裂外，左上肺有一個陰影，翌年初安排進行電腦掃描。至2013年6月5日，醫生指他左上肺陰影由早前直徑1.5厘米擴大至1.9
厘米，懷疑是惡性腫瘤，轉介至伊利沙伯醫院胸肺科求診。

術前未有抽組織化驗

手 術延期至9月13日進行，切去左上四分之一肺部，但姜在手術後一直發燒，懷疑肺炎，結果需進行第二次開刀，以生理鹽水洗肺。不過，手術後一周，醫生持醫療 報告告知，切去肺組織經檢驗證實是肺結核，並引述開刀醫生解釋：「一日未切出嚟都唔可能肯定（癌），我只負責手術，鬧我都冇用。」而姜先生住院3個月始出 院，他每周有6天還需到診所服食肺癆藥，治療9個月康復。記者翻閱院方醫療文件，發現病人肺部陰影「可能」是惡性腫瘤，但並非確定。
醫管局證實無癌細胞

無論是當年的習近平，還是去年的《白皮書》，至少在表面上，無法改變香港司法體系的獨立運作，反而激起香港人更大的反感。張曉明等權貴還是念念不忘，鍥而不捨，相隔一段時間就發表歪論，目的是為了甚麼？
京 官不停念念有詞「三權合作」、「特首超然」，目的是企圖對港人產生催眠作用，聽慣了，久而久之，就會變得非敏感化（desensitize），雖然未必認 同，但至少不會有太大反感，即使成為事實，也不會有強烈反彈。葉劉淑儀之類的保皇黨，對媒體解說，張曉明的言論「冇乜新意，唔使擔心」，其實是配合京官劇 本，協力將港人推入催眠狀態。

將中共思維搬來香港
張曉明有關特首凌駕三權的表述，充份反映共產黨思維。黨委書記，行政立法司法一把抓，公安武警國保特務由共產黨指揮，法院也是由共產黨開的，要抓誰判誰關 誰，甚至殺誰，都是黨說了算，法官只是黨的傳聲筒，判決體現黨的意志。張曉明思路，完全是中國共產黨的那一套，說着說着，以為就可以把大陸整套制度搬來香 港。香港政治體制，尤其司法獨立面對空前威脅，身為香港律政司司長的袁國強，理應挺身捍衞。但袁司長非但沒有這樣做，反而輕描淡寫為張曉明辯解： 「應該以客觀持平態度看張曉明的講法，不要斷章取義，無限放大。」「特首如土皇帝，這絕對無可能，相信亦不是張曉明的意思。」令人無法原諒的，是袁國強早 前接受新華社訪問：「理解《基本法》，最重要是不可從單一角度觀察，既應該從香港角度看，也應該從中央角度看，否則不可在『一國』的框架下維護『兩制』的 共存。」等於要香港人接受歪理，更要常態化，造成見怪不怪的麻木效果。
若然港人對衝擊香港核心價值的歪理毫無反應，聽之任之，香港離末日之期不會太遠。

最近，我從地產經紀和房屋學者口中，聽說公共屋邨都有平價劏房。不過聽說只租給相熟的人，而且也很少公開招租。今年7月，終於讓我在鑽石山鳳德邨找到一間。鑽石山鳳德邨平均每日都有超過10個單位被放租，面積大多不超過200平方呎，有些面積更小於100平方呎。鑽石山鳳德邨——香港傳媒創造了一個特別詞彙「公屋樓王」形容這條成交價屢創新高的屋邨——平均每日都有超過10個單位被放租，面積大多不超過200平方呎，有些面積更小於100平方呎。
香港公屋本來只租借給符合資格的基層市民，直到1998年至2005年間，香港房委會推出「租者置其屋」計畫，規定39個公共屋邨居民可以低於市價 約50%的價格購買正在居住的公屋；日後住戶更有權以同樣水平價格轉售給其他合資格公屋居民，或者補地價後，在自由市場出售或租賃單位。
這個政策讓部分公共房屋單位流入私人市場。根據中原地產網頁，鳳德邨成交平均呎價由2013年7月約3千元，飆升到2015年6月約1萬元，不足兩 年間，樓價升值2.5倍。鳳德邨5月成交的一個單位，呎價高達12,700元；而同區最受歡迎私人屋苑「星河明居」，呎價15,000元，不相上下。
富誠地產的郭先生說，鳳德邨受買家歡迎，因為距離地鐵站只有7分鐘路程，鄰近又有大型購物商場「荷里活廣場」、蒲崗村道體育館等基建，鄰近也有鳳德商場和鳳德街市等價廉物美的購物區。
我心想，多好，我終於能找到一個位於鳳德邨的樓盤，實用面積220呎的租盤，於是留言約洽經紀上門看房。當晚7點，地產經紀Elaine帶我到雪鳳樓一個單位參觀。
奇妙公屋劏房旅程
沿着昏暗燈光的走廊，走過生锈鐵閘，其中一個單位的緊閉鐵閘後，我看到裏面「屋內有屋」，300平方呎公屋內劏了兩個家庭。打開殘舊的鐵閘和木門，赫然看到門前一個長3呎、闊4呎的玄關，鋪簇新柚木地板。左方和前方各有一道木門，分別掛上A、B門牌——這是私自加建的間隔門，分開單位內的兩間劏房。
我預約參觀的是「B室」，由原本的客廳和浴室部分劃分而成，客廳再劃出一部分改建成廚房。單位裝修嶄新乾淨，室內地板鋪上了白色瓷磚，窗台亦舖上黑白相間的雲石，浴室裝上櫸木色雙摺門，一切都顯得很亮麗。
Elaine向我介紹單位，「業主姓李，3月買入（單位），裝修好後7月初才放租。他本身從事裝修行業，自己設計圖則，再找師傅裝修，裝修費大約 20萬，比市價便宜一半。樓價繼續上升，李先生希望可以放租3年，然後以400萬出售圖利。」業主會負責管理費、差餉等支出，而租客則按電錶支付電費。單 位租金8千5百元，呎租38元；我一算，同區私樓星河明居租盤呎價才約40元，兩者相差才兩元。
5月到現在，我每月都經手幾個鳳德邨租盤，劏房租金相對較便宜，每次放租都在一個星期內租出。我感覺單位不太合心意，希望經紀介紹其他單位，「這個單位劃分為兩間，可以帶你看旁邊那間。」於是我看到匪夷所思的「A室」——由廚房改建而成，面 積只有約80呎，洗手盤被拆除，改建成僅可容身的廁所，沒有窗戶，除了積聚濕氣外，異味亦較有窗廁難揮發，對健康始終存在隱憂。
我不禁問帶我看房的Elaine，「這裏真的可以放下一張床嗎？誰會住這種房間？」Elaine回答說，「這些單位很搶手。鳳德邨單位特別受浸會大 學的大陸學生歡迎，浸大離這裏只有15分鐘車程。5月到現在，我每月都經手幾個鳳德邨租盤，劏房租金相對較便宜，每次放租都在一個星期內租出。」
劏房業主
最後我跟Elaine說，需要考慮一下，幾天內回覆她是否租住單位。根據土地註冊處資料，該單位業主姓李，今年3月以285萬元買下這個原本370平方呎的單位，裝修3個月後放租。李先生購入單位後才補交地價，使單位可以在自由市場上交易。但在公共屋邨裏搞劏房是否合法？我很困惑。
7月17日，我對經紀說，想多看一次房間，堅持要與這位業主會面。但經紀告訴我，B室已經被兩位任職保險經紀的租客租住，只能看面積小得多的A室。當晚我們再到單位，正好碰見業主李先生時，他正在替B室修葺浴室。
李先生年約45歲，他笑着說，自己負責設計圖則，然後裝修師傅再給意見。之後我直接問他，將公屋改建成劏房出租是否合法？「我已經向政府補地價。」他進一步辯稱，「我這情況是豁免的。只要不是大改裝室內水管，便無須向政府申請。」
李先生一再強調他是合法。當天晚上，經紀便來電通知，說A室也被租出了，之後匆匆掛線。
8月12日晚上，我再到單位拜訪，剛巧被我遇見A，B室的兩個住戶。我在鐵閘外按鈴，B室出來應門，四人包括兩個小孩、兩個成年人，原來是一個4人 家庭。等候5分鐘後，又遇到一對夫婦回來——他們是A室那80平方呎單位的住客。我問他們如何住在如此細少的劏房，「我們剛剛入住，不要問我們，我不太清 楚這裏，你還是問這裏的業主吧。」
舊區公屋劏房最搶手
職業的好奇心燃起了我對公屋劏房的興趣。我再到其他地區搜尋相似的租盤，地產經紀張先生在深水埗公屋的租置屋邨「李鄭屋邨」附近經營地產業務，我向 他查詢李鄭屋邨是否有劏房出租，他打量着我說，「公屋住客多數自住，劏房是犯法的，我們不會代理。」我向他再三懇求，他才說起真話，「有時會有，但數量不 多，通常不夠幾天內便租出，很搶手。」張先生說，幾年前根本未聽說過公屋有劏房公然出租，但現在樓市越來越瘋狂，租金不停上升，於是公屋租盤成為不少地區，尤其舊區最受歡迎的租盤。
（公屋）租金比同區的私人樓宇便宜，而且又有政府維修，又有保安員巡邏，比起舊區內的唐樓安全舒服，受歡迎不奇怪。「（公屋）租金比同區的私人樓宇便宜，而且又有政府維修，又有保安員巡邏，比起舊區內的唐樓安全舒服，受歡迎不奇怪。」李鄭屋邨位於舊區深水埗，該區大部分物業都是唐樓，日久失修租金昂貴，令不少人選擇公屋劏房居住。
可能違法
據了解，香港房屋署規定，在公屋或居屋內進行改建工程，須向房屋署提交申請，房屋署獨立審查組將負責審批；如有人質疑這類單位改動圖則的合法性，也由房屋署獨立審查組負責調查。我以端傳媒記者身分向房屋署查詢鳳德邨的個案，接獲查詢後，房屋署發言人指接到查詢後已上門查詢單位是否涉及違法改建，但一直未有住戶應門；涉事的分間樓宇單位有可能涉及違例建築工程，但獨立審查組仍未有足夠證據作出結論。
不過，由於李先生的公屋單位已經向政府繳交地價，房屋署視之為私人樓宇。房屋署又指，如果單位結構改動依照《建築物條例》，並由合資格註冊承建商進行，政府不會干預。
李先生的公屋單位涉及安裝間隔牆、加建廁所、改動內部排水渠、加設門口等工程。根據香港《建築物條例》，所有涉及物業結構的改動，都必須經過認可人士預備圖則，再由建築事務監督審批、聘用註冊承建商進行工程。
我拿着該單位的圖則給測量師學會會長何鉅業看，他表示單位有可能違法，「根據《建築物（規劃）條例》，分租單位必須設有廚房設備，A室目前並未有設立廚房，不可以作為獨立單位租出。另外，浴室或廁所必須設置足夠面積的窗戶，才能符合法例規定的通風要求。」
香港房屋署指出，如分間單位有違例建築工程阻礙逃生通道，或引致樓宇結構損毀，便屬於須優先取締的類別，審查組會對該等違例建築工程採取執法行動。
在2014年全年，因未有遵從清拆令而轉介屋宇署的個案共有58宗。
絕望真相
現在，我有時還會接到經紀Elaine電話，說要介紹一些鳳德邨裏一百多呎大的「超值單位」給我；環海．東岸經紀一再打來催促我，說是「上車最後機 會」。我在網上找回梁振英1年半前莊嚴的承諾，卻不知道應該到哪裏兌現。我會和我的家人在BBC報導說的「貧民窟」終老嗎？但願不會。=====

馮檢基：一種惹毛香港人的思維
近來網絡興起「一句話惹毛╳╳╳比賽」，題目五花八門，內容新奇有趣。放諸近日香港，若來個「一句話惹毛香港人比賽」，會是哪句呢？

近來網絡興起「一句話惹毛╳╳╳比賽」，題目五花八門，內容新奇有趣。放諸近日香港，若來個「一句話惹毛香港人比賽」，相信規劃署前規劃師薛國強的 一句「有時行路仲快過搭電車」（有時候走路比乘電車還要快）必然是大熱；若來個「一個舉動惹毛香港人比賽」，路政署急斬般咸道四棵細葉榕古樹相信亦當之無 愧。
由薛國強向城規會申請取消電車路線（號稱能更有效率地利用路面，改善交通擠塞），到路政署斬四棵古樹，港人反應甚大，當中尤以年輕人為甚，網絡輿論 不斷，網民罵聲四起。或者部分人馬上變成丈八金剛，對新一輩的想法完全摸不着頭腦，更認為是「阻住地球轉」、「抱殘守缺」。若只是以為下次不斬樹或不再提 及取締電車就可以解決問題，未免太天真。這明顯不是一兩件單獨事件，而是價值衝突所致，不理解現時港人對舊事物的重視，是被官僚思維、發展主義蒙蔽雙眼， 這才是真正惹毛香港人的思維。
筆者作為區議員的麗閣邨，近期亦有十棵生長多年的樹突然被斬，當局說其中六棵枯萎，四棵阻礙消防通道。令人費解的是，為何要拖到樹木枯萎，之前樹木 辦究竟做過什麼？至於阻礙消防通道一說，更反映政府植樹前沒作任何評估，政策混亂，只視樹木為隨意可砍掉的死物而非生命。發展局轄下的樹木辦平素不努力保 育城中樹木，到出事後才急急斬樹，這是一個國際城市與自然應有的相處之道嗎？如果這種官僚思維繼續成為主導，上一代認為妨礙發展的東西都要除掉，下一代人 愈想保留卻愈感無力，世代的割裂只會愈來愈嚴重，不利香港的真正發展。
近日看見兩張刊登在英國《每日郵報》的照片， 該報將兩張分別於1965年及2013年的倫敦街景作比較，發覺今日倫敦依然保留1970年代的都市面貌，委實難得。若在發展至上者的角度來看，倫敦必然 就是最抱殘守缺的城市；而按照這批人的建議，只要把倫敦舊照擺去博物館就已經足夠，若倫敦市長的思維如薛國強之輩無異，倫敦恐怕不再是倫敦。
內地有所謂「千城一面」之說：南方北方一個樣，大城小城一個樣，城裏城外一個樣。走進內地城市，遊客見到同樣的商場、同樣的連鎖店、同樣的建築風 格，唯獨缺少城市特色。若政府繼續以官僚主義掛帥，缺乏文化保育的視野，盲目進行發展，恐怕未來的香港，已不再是你我熟悉的香港，這種思維，必須改變。
