《彭博社》報導，根據白宮17日公布的演說預告，歐巴馬將資本利得稅從目前的23.8％，調升至雷根時期的28％。這項稅率在歐巴馬總統就任時僅為15%。這意味著，歐巴馬總統將於剩餘的兩年任期中，把資本利得稅調升至幾乎翻倍。

歐 巴馬將於20日赴國會發表年度國情咨文，闡述施政重點。白宮官員近日透露，歐巴馬將敦促國會實施「劫富濟貧」的稅收政策，提高美國最富有納稅人和金融企業 的稅負，比如計劃提高資本利得稅的最高稅率，年收入在50萬美元以上夫婦的稅率將從15%提高到28%。歐巴馬還計劃對中產階級實施減稅政策，比如為夫妻 雙方都工作的家庭提供500美元的稅收抵免等 （國際中心／綜合外電報導）
