台灣環保意識抬頭，引起大眾對於許多土地開發案的質疑，像是慈濟的內湖開發案，爭論了近二十年，近來甚至掀起一片反慈濟的聲浪。在環保與開發間，你支持哪一方？
繼中國片面劃設台海空中新航線後，又傳出我國交通部有意放寬讓中國船舶航經我限制或禁止水域。對此二事，反對者認為有木馬屠城的國家安全疑慮；而持開放者則反擊為這是杯弓蛇影對台海和平無益。在反對與開放間，你支持哪一方？
兩個個案雖然議題本身相差十萬八千里，但基本邏輯一樣：風險的計算。土地開發的利益是立即可見的，而因開發導致災害，加劇殃及周邊民眾生命與財產的 傷害， 似乎是個抽象渺茫、充滿假設臆測的想定。開放台海空中與海面航線可以增溫兩岸關係，讓馬政府因張顯耀案而頓挫的兩岸交好政策再啟動力，至於國防安全的疑 慮，在當前兩岸氛圍下被認為是庸人自擾。
風險計算不能因機率低就予以忽視
風險的計算，是損害的嚴重性乘上損害發生的機率，當損害的嚴重性越高，即便發生的機率低，也必須重視。濫行開發或疏於水土保持會讓天災加劇，一旦釀 成複合性災禍，人命傷亡嚴重，災區復原困難。因此，只要天災發生的機率不是零，環保就是必須重視的議題。同樣地，國防安全是國家主權存亡的最後防線，一旦 有任何疑慮，就無法等閒視之。況且，中國始終不願意放棄以武力犯台，兩岸軍事衝突的機率很清楚地不會是零，對於空海航線議題的疑慮--即便是極端的木馬屠 城場景--便不會是庸人自擾。風險可以規避。許多國家的機敏機關選擇禁用中國製的電腦硬體，就在規避風險。特別是當其他選項有適用空間時，規避風險常是理 性的選擇。

非得新設M503航線不可嗎？民航局從不挑戰中國的講法，反而是「考量陸方一再強調位於內陸之A470航路因過度擁擠，飛安風險大增，103年4月 已被國際駕駛員協會 （IFALPA）稱為『黑星（Black Star）』航路，確有劃設M503之急迫性及必要性。」（交通部三月九日提交立法院內政委員會書面報告）以中國大陸的廣闊領空，何以無法在內陸上空另設 南北向新航線，而一定要在台海上空劃設M503新航線？「急迫性」是中國民航航管的主觀認知，但「必要性」能有客觀的衡量，民航局可有評估？若評估的結果 是：中國能有其他選項，不見得一定得M503航線不可，那我國何必自攬風險？

風險有時難以閃躲，有時因為收益實在太具吸引力而選擇接受風險，這時就有賴風險管控，拉低損害的嚴重性與發生的機率。問題是風險管控需要額外成本，而接受風險所預期獲得的收益能否超越這個額外成本，以及誰享受預期收益與誰負擔額外成本，便是重點。
台灣軍用雷達當然可以「看到」所有中國大陸沿海地區（與部分內陸）起降的飛機，民航機打開識別器後可以讓我空管人員「知道」來者非具敵意，姑且不論 「看到」與「知道」都會涉及人為判斷或器材可能的被干擾、欺騙或失能，M503航線運作之後，無論是中方的原先規劃，或者後來中方「讓步」的西移6浬，台 海上空雷達光點與無線電訊號必然隨之大幅增加，國防部要貫徹空防使命，「仍依現行空域範圍執行空防安全任務，不因中國大陸公佈劃設新航路而有任何改變。」 （國防部三月九日提交立法院內政委員會書面報告）公館的空軍作戰指揮部肯定更忙，空防監偵的壓力更大，人物力需求更為迫切。
同樣地，當限制或禁止水域更開放後，海巡署與海軍的壓力也會大增。當發生飛機、船舶偏離劃定航線與航道時，空軍的戰機與海巡艦隻必須迅速趕到以做出因應，甚至得冒險驅離、扣押，第一線人員的壓力與派遣機艦的作業成本都會增加。
反對慈濟內湖開發案的人，不必然就是反慈濟。反對開放海空航線航道的人，不必然就是反中。公眾的疑慮因事涉重大，就不是庸人自擾。要平息疑慮，政府 就必須回答：為何台海海空航線航道的開放是必要的？沒有其他方案嗎？這個風險非吞下不可嗎？所預期獲得的收益值得我們付出額外成本嗎？而我們願意付嗎？有 能力付嗎？就算承受下此一額外成本，那是誰獲益了？

「朝日新聞」報導，外務省首次公開的資料，是由中國當時的「國家測繪總局」在1969年所製作的地圖，圖中可見將釣魚台一帶島嶼，被以「尖閣群島」等日本名稱標示，但到了1972年，標記變成了中國名稱「釣魚島」等。報導指，是因為中國在1971年將其做了修改。
「星島日報」報導則指出，中國外交部回應，釣魚島及其附屬島嶼，是中國固有領土，有著充分的歷史和法理依據，日方企圖以支離破碎的材料去否認這個事實，是無意義。
這張地圖是由前外務省官員，交給自民黨眾議員原田義昭，並在上月的國會會議公開。外相岸田文雄認為，是珍貴資料，要善用作戰略宣傳。

捍衛青年投票權 21所大學學生會聯合聲明
2015-03-17 18:54〔記者吳柏軒／台北報導〕太陽花運動後已喚醒青年參政，但明年初將舉行總統及立法委員聯合選舉，中央選舉委員會卻沒與大學溝通便安排投票日期，碰巧 讓部分大學的期末考與投票撞期，使青年投票權益受損，全國共21所大學的學生會團結一至，明將召開記者會，對中選會表達強烈不滿，捍衛青年投票權益。
聲明包含三大項，要求中選會避免錯誤，應嚴肅正式全國數十萬大專院校學生的神聖選票；也要求教育部協助，明確保障各校學生返鄉投票權利；更向社會大眾呼籲，青年力量已起，將用選票決定未來、共同承擔。

銀行無解釋
張友人凌晨零時許查看網上理財戶口，並致電他確認有三萬二千元存入，張遂交車予對方離開。張與友人同日早上九時到銀行嘗試過數時不果，查看櫃員機發現三萬二千元是入票後出現的「戶口結餘」銀碼，而非可即時提取的「可用結餘」現金，繼而查看網上理財戶口入賬金額項目，發現一項附註「CHEQUE DEPOSIT MACHINE」，顯示對方用支票機存款。
至當天晚上近十時，張及友人再查網上理財戶口，竟發現支票被「彈票」，金額已被銀行扣除。張聯絡不到買家，立即往柴灣警署報案。

看到這樣的紀念及反思，看到台灣 近一年來的進展，我們一方面為台灣感到高興，為台灣人民感到自豪，因為他們切切實實在當家作主，透過運動及政治過程令台灣醒悟過去幾年的失誤，調整國家的 發展方向及策略。另一方面我們為香港感到不值及可惜，因為同樣壯闊的「雨傘運動」未能達到類似的效果，港人當家作主的努力被北京及建制派扼殺，並正面對秋 後算賬，全面接管的威脅。一方向上提升，一方向下沉淪，怎能不教人欷歔嘆息。
去年三月十八日開始的「太陽花學運」過程中雖然間中有過激的行動，有 不恰當的衝擊，但發動抗爭學生推動社會改革的決心可敬，他們為國家敢於擔當敢於採取行動的熱情更是彌足珍貴。在他們推動下，原來手握大權脫離民情的馬英九 政府不得不改弦易轍，加強跟社會對話及調整倚賴中國以發展經濟的策略；原來政治兩極藍綠互扯後腿的沉悶局面因此而打破，民間社會湧現藍綠以外的第三勢力， 改變了台灣的政治版圖。
最重要的是，「太陽花運動」推動了體制的內外結合。一些參與運動的學生投身選舉，把改革的聲音及議程從街頭帶進議會，並身 體力行在體制內推動改革。可以說，「太陽花學運」為台灣政壇帶來了良性互動，令民間跟政治、政府的關係從割裂疏離變成有機整合，令整個政治過程更開放及面 向民間。
去年在香港爆發的「雨傘運動」，以參與的人數及運動的能量而言比「太陽花學運」有過之而無不及，引起的國際關注也更多。很不幸，香港學 生、市民推動改革特別是政改的熱心及理想不但沒有受到欣賞及肯定，不但沒有得到任何正面的回應，反而成了當權者的眼中釘，成了中港兩地當權者鎮壓的對象， 反而成了當權者加強控制的藉口。
「雨傘運動」期間，學生、市民盡力保持理性克制；堅持和平非暴力原則。但特區政府高層及執法部門卻不珍惜，一而再 以非常暴力及不合理的方式處理抗爭者，不少人被打得頭破血流，濫捕濫權的情況更是多不勝數。總之，學生、市民的熱情、投入及對香港的承擔換來的是暴力鎮壓 和無理拘捕，連基本的對話也沒有開展。
至於政改及特首普選這個最重要目標則是越來越遙遠。「雨傘運動」過後，當權者不考慮改變八三一的不合理決 定，也不考慮市民、學生提的種種建議性意見，甚至連開展對話也不願意，只是不斷強調八三一決定不能改，只是強調特首普選必須是「真篩選假普選」。更可怕的 是，中港當權者絲毫不以撕裂分化社會為忤，不斷狙擊、打壓參與運動的團體、學者、市民及學生，不斷抹黑爭取民主的政團及議員，把政治僵局弄得更僵，更沒有 轉圜的餘地。可以斷言，能達致真普選的政改之路暫時已經絕望，未來一段長時間港人不但沒有機會真正當家作主，政治體制內的空間將越來越少，市民權利及自由 的威脅則越來越大，控制、濫權、倒退的情況將越來越明顯。

討論應否興建機場三跑之前，我想先將心中的連串問題寫出來：
一，政府和機管局，究竟是不知道民間有反對？還是自覺時運高，對反對意見視而不見？
二，香港真的非要興建三跑不可嗎？除此之外，難道別無他法？
三，假如不興建三跑，會有甚麼結果？
我早在三、四年前，已經聽說過反對機場三跑的聲音。假如機管局連這些人的聲音都沒有聽到，我會說他們的傳訊人員統統失職。事實上，我相信實情並非如此；過去兩年，機管局和他們的友好，四出進行游說。假如不是知道任務艱巨，又何需嚴陣以待？
既 然要硬闖關，政府和機管局的理由應該很充份才對。究竟興建三跑的理由何在？經濟發展和創造職位，彷彿是所有問題的必然答案。不過，對不起，連我這個發展至 上的自由市場原教旨主義者，也覺得這個論點被濫用到一個地步，只有最懶散的人，才會信手拈來用的爛理據。我想提醒機管局和政府的官僚，香港的新一代，普遍 不認為他們從經濟發展中有任何得益。再者，政府瘋狂地進行基建，扭曲了建築業人手的需求，甚至已經到了一個破壞創造力的水平。
政府和機管局拋出的第二個理由，是香港的機場已經飽和。甚至有機管局的說客講過：「你不覺得近年有更多航班延誤嗎？」
航 班延誤，有許多原因吧？要確定跑道使用率飽和是航班延誤的主因，需要更多的客觀證據。不過，我可以肯定一點，就是從一個消費者的角度看，是沒有可能見到甚 麼飽和的，因為飛機不似地鐵，不會出現上不了機的情況。不知道是誰想出來的飽和論，對游說不但沒有幫助，反而更令人懷疑，政府和機管局是否有點詞窮理屈， 結果被迫要拋出一些無從證偽的理由。
相反，民間反對興建三跑的組織，是我見過，準備最充份，提出理據最有說服力的一群。政府和機管局要是光明正大地逐一反駁相關質疑，我相信香港人是講道理的。不過，從我見到的表面證據看來，政府和機管局一直在逃避回應，予人鬼祟閃縮的感覺。
事實上，政府和公營機構，向來都是只求通過政策，不理民意反彈。當年高鐵，民意雖然未至於一面倒支持或反對，但政府只要夠票通過撥款，便霸王硬上弓。事實證明當年政府面對不了公眾的疑問，工程的問題卻不會神奇地消失，結果，在陽光之下還是會暴露在眾目睽睽之下。
高 鐵的所有政治責任，張炳良推卸得一乾二淨，將輿論攻擊都引導到港鐵，反正犧牲的只是一個洋人打工皇帝。我只想說，沒有人可以擔保，假如機場三跑最終也鬧出 醜聞一大堆，政府問責官員可以故技重施，責不上身。畢竟，像洋人所講，fool me once, shame on you; fool me twice, shame on me，香港經歷過高鐵的教訓，不會再輕易相信政府的假大空和擔保。
千萬不要誤會，我不是說政府有意欺瞞，但是政府執意要行政霸道，不願意面對政治，始終不是長治久安之道。要是道理在手，為甚麼要怕面對公眾？我相信香港人在許多問題上，還是講道理的，問題是經過十七年多的行政霸道，這個政府只知權力，而不知政治。

此 外，三跑強行繞過正常的政治程序，民間組織要以司法覆核環評結果去挑戰政府。這又是一宗政治問題法律解決的案例。據知入稟申請司法覆核的一方，還是對法庭 的公正有信心，可是又有誰可以保證，如此下去，行政機關不會萌生干預司法機關獨立的念頭？機場三跑事件反映出來的管治流弊，才是香港當前最迫在眉睫的問 題。

香港人不是不關心青年被打，不關心社會民生，而是過去兩年多，香港特首對於市民這種關心根本當耳邊風。罵了，抗爭了，叫他下台都叫到喉嚨啞了，但面對被罵被奚落，他仍然無恥地笑嘻嘻，連前特首的黑面都欠奉，實在是臉皮厚到讓市民氣不過，但又奈何他不得。
好啦，現在終於有人「收到他」了，可以讓他黑面，讓他目光呆滯，讓他再怎麼厚顏也裝不出笑臉啦。你說幸災樂禍也罷，沒有對為人父母的同情也罷，市民的反應就是對這個行騙長官受夠了。
有人建議進行「全民投票」，議題是：「你是否贊成梁振英辭去特首，回家全心全意照顧患上情緒病的女兒？」這建議反映梁齊昕事件的重要民意。

但 我們不妨看看時事：中共人大會議期間，緬甸戰機追殺果敢軍人，至少四次入侵雲南，或投下炸彈，或亂槍掃射。臨滄市農民就在一次轟炸之中，五死八傷。中共告 慰死者傷者的是四個字：中央軍事委員會副主席范長龍等，已和緬甸當局「嚴正交涉」，連強厲一點的「抗議」兩字都沒有。當然，中共給大陸傳播界的命令，則既 嚴且厲：緬甸寇邊事，不得肆意報道。

徐才厚因膀胱癌逝世，消息一出，民眾的第一反應卻是：「官方有沒有怠慢徐的病情，有意導致他死亡呢？」會這樣猜測的理由很簡單，因為徐才厚一死，很多線索
斷了，關於他這一線的貪腐案就查不下去。所以，《解放軍報》不得不翌日刊文闢謠，稱「救治不力、政治迫害、同黨滅口」均為不實指控。
但是，民眾對官方的不信任又是多麼合情合理！因為所謂的「高調反腐」，明眼人都知道根本是不可能完成的任務。假如你覺得中共目前的反腐是有希望的，那麼只能說明你對中國歷史認知不足，或者你對中國的官僚制度了解不夠。
目 前中國的官僚制度，和過往數千年實際上沒有本質區別。那就是：最高領導人集所有權力於一身，地方官員只能依靠自上而下的權力授權維繫統治。由於沒有獲得廣 泛的民意授權，在民眾眼中，官員的統治沒有合法性，導致官員也人人自危。所以，在中國當官只有一個目的，那便是：在敷衍上級的前提下，竭盡所能尋找為自己 謀利的空間。有人說今天的中國官場腐敗，其實從古至今皆然。
晚清有一本奇書，名叫《道咸宦海見聞錄》，作者是道光九年進士張集馨。這本書，是根據他一生的經歷撰成的自敍年譜，中間為官一段尤其精采。
張 集馨中舉後，便在北京當官。有次忽然獲得一個肥缺，是去陝西當督糧道。按照當時的規矩，走馬上任前，張集馨要給各位在京的大老爺送「別敬」（表達離別之情 的紅包）──這是典型的中國官場陋規，京城的官員在天子腳下，無處貪腐，京官貪腐自古以來都是靠地方官員「孝敬」實現的。張集馨四處借錢，搞好「別敬」， 這時候惟有去地方搜刮民脂民膏，才能填補虧空。
張集馨到了地方任上，依舊不能擺脫各種陋規──陋規者，雖然醜陋得見不得人，但仍舊是規矩，必須遵 守。例如，凡有各地官員途經陝西的，張集馨都要負責接待，準備宴席。上席五桌，中席十四桌，上席必須有海參魚翅，每桌都要有一尺大活魚一條，這些全都有規 定。萬一有任何一道菜馬虎，就會傳揚出去，說陝西督糧道小器。就這一句「小器」，等於給整個陝西官場抹黑，所有地方官就會把張集馨排擠走。甚至任意加菜也 是不允許的，因為但凡上來的魚多了二両，被外省官員知道，又是破壞陋規，將來的官員只能因循多二両處理，他們也會回過頭來搞掉你。所以，新官員剛剛到任， 往往要花重金購買前任官員的那本「賬冊」，上面對各種腐敗陋規寫得清清楚楚，明碼標價。
那麼，如果你是個道德高尚的人，有沒有可能在官場獨善其身 呢？貪污腐敗跟道德完全沒有任何關係，只要選擇進入官場，如果你不參與腐敗，根本幹不下去。比如說，張集馨來到陝西之後，第一件事就是「孝敬」陝西巡撫大 人。而當時的陝西巡撫是誰呢？正是曾經寫下「苟利國家生死以，豈因禍福避趨之」的民族英雄──林則徐。林則徐不是壞人，但他有辦法做清官嗎？如果他不收張 集馨的紅包，拿甚麼「孝敬」更高階層的官員呢？他自己的官又怎麼當下去呢？
中國的官場，是自上而下的層層盤剝系統。除非中國的權力結構發生反轉， 徹底實現民主，令官員的權力來自民眾，讓官員真的懼怕民意，才有希望。如果這種權力體制不改變，腐敗就根本沒可能根治。當你掉進官場這個血色大染缸，被染 紅，難道還有商量的餘地嗎？政權來到今天這步，早已無人不貪。真要盡除天下貪官的話，也是亡黨亡政權的命運。更何況，「反腐」從來都是官場用來黨同伐異、 打擊異己的手段而已。作為平頭老百姓，若真心相信習近平能救中國，豈不好儍好天真？不想玩這個遊戲，唯一的辦法，只有別加入官場。
徐才厚已死，對他個人來說是一種解脫。惟那些活着的人，是提心吊膽的──不知道還有多少人要被調查。接下來的重頭戲，應該輪到郭伯雄登場了。但《解放軍報》給徐才厚蓋棺定論，稱他的一生「可悲可恥」。徐才厚或許可恥，真正可悲的，應是中國官場。
